I agree, and often when they do know the citations it is because they are part of a group that they rely on again and again and again due to their focus on practicing particular areas of law where the same issues reappear often.

I have a lawyer friend who has packed shelves filled with books listing laws, statutes, etc. You might as well ask someone to memorize the dictionary...in the 7 different languages.
