That's what I thought, that it was actually that Amon was working with the triads to unify them, and thus rule either the underworld, or else wrest control of republic city from the council.
I think that would steal a bit of the show's focus, bc they would do a really good and heartbreaking job with Bolin's difficulty with being a nonbender. I think we're going to meet at least two potential nonbender people around Korra's age, so I'm not worried about this.
