In no particular order:
Joomla! is an excellent CMS. If anything, it might be too complicated. It's very extensible. You might start by checking out the extensions directory. Often it will be easier to modify an already existing extension to do what you need. If not, there are some tutorials:

As others have pointed out, the reasonable explanation is that the webview didn't get updated to the faster javascript engine.
This is why I like AWN on Ubuntu. Coupled with Compiz, it does all of those other nifty things other taskbars and docks do, (live window previews, etc.) and has done so pre-Windows 7.

@kettlewhistle: I'd imagine it's a lot like buying a foreclosed home- the reasoning being that if one couldn't afford the primary cost of paying for it, they also couldn't pay the secondary costs such as maintenance.
