There is one subtle thing that I love about 24: the fuckstorms that go on on Jack's head. They are like blackholes, you can't see them, but you can infer they are there. Like when he heard Cheng was alive, or when he realize Mark was behind the Russian attempt to kill him (good luck with that). You can feel the storm……

I actually learned what 'protocols' means by watching 24.
After giving a lot of thought to this question, I believe the answer is the latter. I mean, Jack has done some crazy shit across all seasons, but after a time I kind got used to it. He was owning everybody and I was like "yep, that's just how he rolls, he's that awesome". And that's pretty much how it went.
Don't forget the threated a homeless guy at gun point so he could steal his rocks.
I was trying to find words to properly describe how awesome Jack was in this episode, but I reached the conclusion you need some Shakespeare level mastery of the english language to do it justice.
