I don’t know if your suggestion is perfect, but it’s on the right track. Similar to the targeting rule in college, there needs to be something that makes players actually consider how they hit.

The other answer is that they could levy suspensions today — before Sunday’s games. That would send a pretty strong message to the other teams.
All I can say is thank CHRIST they penalized that one guy for jumping up and down after his team scored a touchdown. We need to keep that sort of behavior in check.
