The reactions are unconscionable, but the given suggestions are too limiting. The way of thinking that rape jokes must have punchlines targeting the rapist or the culture is effectively saying that it is never the case that one particular bad thing happening to a person can be funny. And that's not true.
It's difficult to explain without giving examples, but not quite.
I have actually seen a PTSD joke animated into a hyper-violent cartoon. It wasn't particularly funny, but given that the cartoon was already hyper-violent it was unlikely that people made uncomfortable by that kind of violence would be in the audience. I don't have any statistics, but I'll gladly give you that most rape jokes are horrible just on the basis that most jokes about anything are not particularly good.
I happen to be a big proponent of giving people the benefit of the doubt and not assuming malice where ignorance will suffice (AND following that up with pointing them in the right direction, because somebody's gotta do it)...
