It's still a high profile, embarrassing scandal. Both scenarios are embarrassing, but if he was pushing the death to get publicity for the Heisman, it's pretty despicable, even though it's not illegal.

In truth it's a saying that goes both ways. There is a mother jones article that investigates all the mass shootings. The few that have been stopped have been stopped by cops or off duty cops. There was one where 2 armed civilians were gunned down trying to intervene.
