That’s what I was thinking. Don’t all good breeders (by which I mean non-abusive ones) sell directly rather than through retailers? Meeting them in person seems like the bare minimum of due diligence a breeder should do on buyers.

I have friends with “rescue” dogs that they got from a backyard breeder who “rescued” them.

She’s had champion dogs as long as I can remember, excellent bloodlines for the breed. After she got bored with winning every show she sent a dog to, she started getting into agility training, and then from there, she’s had multiple puppies grow up to be service dogs for people with mobility issues.

I’m a shelter worker (actual brick-and mortar one), so I know, believe me.

Having worked with a breed specific rescue for over a dozen years. I can tell you that lots of people get “rescued” puppies from backyard breeders. I hope this law helps but I bet the puppy mills will “rescue” a lot of their own dogs into pet stores. Stick with a good reputable rescue organization with a track record
