I don't know the strictness of Rising's timing but you're right Onimusha's system felt perfect. I didn't get the feeling it was unfair or that it was easy. You had to be really good to pull it of consistently and you rewards for the trouble were really great.

It has been years for me too. There were three options for a one hit kill, named Critical. A normal Critical is when you attack on the first (might have been a bit of leeway) frame that hits you. A deflect Critical is when you block on the first frame then immediately attack. The third is when you then chain Criticals

I think Onimusha 3 nailed the balance.
