There are two main aspects to localization: translation and programming (the process of getting that translation into the game itself). Often, localization teams will work with the original developers to program new text into the game. In this case, it seems like the team wasn't available to do the localization…

This sums up my feelings exactly... I'm a huge KI fan, I even just finished restoring my own KI2 arcade machine...

Watch people complain about this and disregard that there's a DoA 5 Ultimate game that's essentially doing the same thing. This isn't a problem as long as the characters are cheap and you can play at least one match with a character to see if you want them or not. But people are going to complain either way.
