As you say, physically scaling it down will produce a functioning machine, but the square root rule will make it mostly moving parts and solid metal, with tiny cylinders that don’t produce much power. The efficient path to a smaller engine is to reduce the number of cylinders.

Those new Jaguar XKSSs and Lightweight E Types aren’t grandfathered for the road in the States, because the car with that chassis number wasn’t actually built back in the day. McLaren can perpetually rebuild the original F1 cars under the old chassis numbers, but can’t build more F1s under new chassis numbers.
