Exactly. The "loud" part got me too - how many times have I been walking when someone mumbles under their breath to me about my boobs/butt/vag and what exactly they'd like to do? That wouldn't be covered under the provisions as they're listed here.

I just don't want to have to record all my walking to/from work, to/from the grocery store... Why are we still putting the burden of proof on the victims of these situations?

I also worry about how police are going to be about folks who report this - what's their training with handling situations like this? Because, in my experience, they aren't great with harassment or threats of any kind, and I have a horrible feeling they're going to be pretty dismissive of cases like this.
