What the fuck are you talking about? Does the website in question even mention being a woman? Is it aimed at women? It's not even specifically about rape. It's tips/advice for people (of both genders!) to avoid crime (all crime! Not just rape!) on campus. Because not all campus crimes are about women getting raped.

It's cop writing, obviously it's not going to be a subtle, well thought out piece but it's just safety tips to help people be safe and maybe prevent some crimes of opportunity. The article isn't specifically about rape. It's about crime prevention. All crimes. It's not even specifically directed at women. And while you can't prevent all crimes from happening, you can keep your guard up and observe your surroundings. Just like when you travel, it's not a good idea to walk around in bermudas
