Agreed. I think they could have skipped the Panamara and went straight to this. Much more natural. I like it!

you'd be surprised what the tack coat will do. Its bond will be stronger than the shear strength of the asphalt, especially in this case where it looks like they are using rubberized asphalt. Drilled in dowels, rods or some sort of epoxy would be needed to use concrete as a patch. Oddly enough, new concrete doesn't…
Im not sure if they are using some exotic asphalt patch, but it looks to me that the repair was not installed correctly. Usually, a tack coat is applied to the concrete to allow the asphalt to bond to it. Irresponsible, and what a bummer for the teams trying to make a race of it.
