Why does an owner of an expensive car pay more in annual taxes for the same roads that someone driving a Yugo pays? Are they getting some special treatment on those roads? Tax every car equally for the benefit of using the roads.

Fully autonomous cars will happen when the roads are fitted with a standardized set of machine readable markings that are well maintained, AND a standardized V2V system is in place. In other words, never.
