Any Verizon phone with LTE (so basically any new one) HAS to be GSM-unlocked. This has to do with LTE spectrum that Verizon acquired around 2011/12. The FCC mandated that this spectrum could not be SIM locked; this was partially at the urging of Google.

Canada has historically been less horrible to its Native population and currently treats them less marginally than ‘Merica.
