Unlike a corporation, I don’t have the luxury of bargaining, wheedling, or otherwise whittling down whatever initially imposed fine I’m penalized with.
The point is that they will bargain down whatever fine is imposed. It happened the last time there was a diesel emissions violation, and it’ll happen this time too.

Intentionally or not, you seem to have left out the third possibility: bargain down whatever fine they get to a fraction of what was initially imposed, which is what’s going to happen.
To be fair, he prefaced that with “Our company was dishonest”; that’s pretty cut and dried.
Note that he didn’t say “We’ll pay the ($18 billion or whatever) fine.” He said “We will pay what we have to pay.”
