I will give you that the NHL would not do a good job. They don’t have to be the sole or even largest investor. The association would bring more investors to game.

Fair enough. I don’t know of any leagues below high school for girls exclusively though. And I think that’s where the growth would come from. You may be right in that it is what it is and isn’t going to get any bigger, but for the small investment by the NHL, why not give it a go for 5-10 years and see what happens.
