Considering that it’s the boost that makes torque on these tiny four-cylinder engines, torque limiting usually equates to keeping boost low.

Just about every turbo car out there does this, especially FWD cars. My Focus ST is torque/boost limited in lower gears, largely for traction reasons but also to limit the chances of blowing up your shit.

My Ecoboost Focus ST is averaging around 21 MPG. I think the Mustang is rated very similarly. That’s almost all city driving, but still, it’s not exactly the most fuel efficient engine around.

Mountune’s Stage 1 (keeps your Ford factory warranty, though there are other tuning companies out there) gets you almost 20 hp and almost 30 ft lbs from stock with nothing but an air filter/tune. I’d say that’s pretty damn good for a 1.6l.
