I think it has everything to do with the fact that Quebec City isn’t an untapped market. With the money being in broadcast rights I doubt there are very many people in the area that would watch hockey on tv that aren’t doing it already. Arizona, Nevada, and Washington are way bigger whales to go fishing for.
