Obviously I don't know jack about it... but I'd hope it's a matter of force held in reserve — if your fleet is operating at 100% cost efficiency in relative peacetime you've got no capacity left for significant hostile engagement, particularly if the need is protracted.

Great write up. But I'm left wondering, would it take 1 minute or 5 minutes for us to sink it? But seriously...if we went to war with them now and one of them stood in our way, has our weapons tech progressed enough to make it almost a non issue, or would we still seriously fear this relic?
