It's exploitive when it's more or less taking advantage of a bug, which is to say unintended programming bugs, not bad programming.

Do keep in mind though when vanilla nd BC were released and fresh releases, like our current Star Wars, nobody had the opinion that leveling was a grindfest. It took three expansion before people started to get bored with leveling , and leveling should at no point be dull when the game in question is as new as this.
