I don’t think cheetahs are big enough for zebras — although I could be wrong.
It’s simply that people don’t think about it. They hear their peers and parents say it and just assume it’s correct. It doesn’t bother me as much as ‘for all intensive purposes’ which is used intentionally to make them sound smart.
