Except that the whl, ohl, and qmjhl all have educational standards that require players to graduate high school in a timely fashion. Hockey is also a very complicated sport with the variety of possible scenarios that can happen in a very small amount of time.

You are also forgetting the importance of cross platform from a consumer perspective. Apples walled garden attempts to limit competition and by extension charge excessive amounts for their products, particularly accessories.

I’ll quickly jump in here. There are a lot of reasons. The ones pertaining to development are definitely prevalent but there are far more consumer facing issues and limitations as well.
