Perhaps not to indoctrinate them into military service. But certainly into the military mind set. This will mean they will be lifelong supporters (and voters) with respect to the military.
I think JORTC is EXPLICITLY designed to indoctrinate children into joining the military. So, agree to disagree on that point.
