@Realityism: Disregard everything I'm about to say: The reason why I wrote my comment is because she made it seem like Google did something out of line like Apple does with some apps (Google Voice), when really the two situations are not similar at all, thus making it a bit of a weird

@Peter Shultz: Did you read all of the article? It said the apps were malicious— why would I want that on my smartphone? If Apple, Google or MS did that, I wouldn't mind at all.

@Anubis LG: You're completely right— many don't offer overclocking options. That's where in-OS programs come into play.

As someone that lives out in boonies of northern Canada, I have to say this article is a lifesaver...

@shkm: There are in-OS programs that can both undervolt and overclock processors, and seeing as there are viruses that can infect the BIOS to change settings... I'm sure it can't be THAT hard to do.
