That goes without saying for both surface and air search radar. That doesn’t fit the bill of being “under the radar” however. 

Indeed, you are correct...but “height of eye” is a thing, not to mention the target’s height above the wave-tops. Low flying aircraft well over horizon routinely show up on surface search/navigation radar sets.
