Depending on the semi-auto weapon, you can get the parts to make it fully automatic. I remember it only takes some slight modification to an M-16A2 to take it from having a 3 round burst to fully auto.

It's technically yours to do what you want with it as long as you don't attempt to make copies of it and sell it for your own personal gain or do anything else that prevents the copyright holder from getting money they should have…
This happens with games like Halo. The way that you fix it is have a required update patch. don't download the patch? can't play online. In the patch would be said characters so you could play online with whatever character you want even if the other person hasn't paid for the DLC.
