Anyone who implements the Cast API into their app can cast content to a Chromecast. Google does not control which apps can cast.

Isn’t it Amazon that refuses to support Chomecast and Apple TV because they have competing video marketplaces? Backing this up, Google doesn’t decide who is or isn’t allowed to cast. It’s up to Amazon to implement the Chromecast API into their apps.
