Owning your own home comes with a whole host of problems that a lot of us would rather not deal with. Apartments in less populated areas usually have assigned parking lots, so you can probably electrify those without too much trouble. The problem is with older apartments like in NYC, where there are very very few parking spots and most people have to hunt for parking on the streets.
