Prometheus in the comics is a different character according to the EP. With that being said, who's to say Diggle's scenes aren't flashbacks and that's him playing Arrow Zoom under the Prometheus mask?
I've decided that season three onward is just as shaky as the first half of season one. That is, this low to middling level of quality IS Arrow, and Slade's arc just threw off the curve.
