My guess is Oliver comes back mind-controlled as an agent of the League, and Team Arrow has to face him/save him. Not sure if the whole Maseo bit last episode shoots this down or not.
Did she in fact turn him down? She literally had no dialogue, just a pained expression, then a few episodes of awkwardness. I'm not shipping them, I'm just hoping for a little nuance the script didn't specifically deny.
Arrow's first 8 episodes per season are traditionally scattershot, pulling it all together into what is essentially a 14 episode season finale. I have complete confidence in their instincts.

I actually feel like the speed at which they are introducing the Rogues is good for the show. They can mix and match, add and subtract members as they please. I see a lot of great variations to be had there. It's basically Arrow's version of the Suicide Squad.
