10-20 is the 10-code for warrants.  If I call into dispatch with a person’s plate or DL and ask for a 10-20, they will do a warrant search.  It’s jargon that I still have in my head from the years out in the field, teaching my academic courses, and teaching at the police academy.  

The law in most jurisdictions states that you cannot have anything obstructing the windshield in a moving vehicle.  Assholes use this infraction as a means to initiate a lawful stop.  It’s bullshit.  It is the equivalent of a stop for driving left/right of center.
