Acid burns are incredibly painful. The victims would be very unlikely to have had the wherewithal to pursue their attacker.
Though we don’t have much detail on the victims, “white female American college students from Boston College” are generally not psychologically prepared for something like this and able to respond with violence.

She probably flung it out of a container and ran. I’d be more worried about my own burns and my friends to try to catch the culprit. If this is lye (I think this is also true for car battery acid) the faster you get to water to stop the chemical from destroying skin the better.
