Not really a fix is it? Unless they did more than just cap it, it puts people playing at 30FPS on lower-spec machines at a disadvantage.

He has a second video with more tech explanation, where he says he explored the expansion port but decided that doing it through the cartridge slot was a more interesting challenge.
