The issue, for me at least as someone who worked in auto insurance claims, is that if she had hit a normal person the cop wouldn’t have even come out let alone write anyone a ticket.

Since the cop had the discretion NOT to ticket her, and in most cases wouldn’t have, I’m guessing he gave her the ticket because she was a) incredibly inattentive and then tried to avoid accountability (like in her statements); b) rude to the cop, or c) she didn’t seem competent to drive.

Why would you NOT write a ticket in that situation? Running into the back of another car is the definition of careless driving. What if she had run over a worker at the car wash instead of just running into another car?
