There were two people already shot. Their shooting wasn’t stopped. He had plenty more rounds and only used one more. The only thing the cop did was prevent a trial.

The shooter saw the cop...knew it was over...and shot himself... So yeah, the cop did stop this shooting.

It is very much so illegal for a municipality to pay ransoms, for obvious reasons. And I know I can’t be the only one who would rather my government spend millions to fix their fuckups than five figures to give in to terrorists’ demands...
