Is he wrong? There are larger portions of conservative, often racist ass-backwards people in rural areas. I dunno if its lack of exposure to people not like them or the water or what, but that’s just way it is. I grew in a rural area and I can vouch it is absolutely true.

If you think accurately counting who lives in the country and where, and ensuring our tax dollars are used wisely and go to where they are most needed, is a partisan political issue, than that tells me a lot about the kind of person you are and your brand of politics.
