They’re likely missing something important...ECU, BCU, maybe some other controller.  Depending on what it is, could be plug-and-play, otherwise it’ll need to be programmed for a particular truck, or at least pre-programmed as much as possible other than the VIN.

Ford Flex. It wasn’t a flop, but selling a little over 300,000 units during a run of 12 model years wasn’t enough for the blue oval.
