Shows need to have continuity - if not for common sense, then to keep their dedicated fanbase core from revolt/confusion.
As many commenters have pointed out, the Julia/Joel roles were reversed in season one with the mother who got too close to Joel. The writers don't seem to remember this. They do remember than

my options for BRAVERMAN OF THE WEEK:

I would like to see a webisode shot completely from the viewpoint of a desperate Tony Mann who can't seem to get any traction in the mayoral race because of the Braverman and Little candidates.

I like the way Crosby's vote seller guy functioned as a Greek Chorus for all the people in Berekley who have not been sucked into the Braveman void. We finally get a glimpse of how normal people in that universe see how odd the Bravermans are without the benefit of a "previously on Parenthood" updates.
