And you also misread the story. The plaintiffs in this case are the folks suing to block the law. His phrasing was describing the motives of the GOP party who passed the anti-abortion law in the first place.
You misread the story. John is the lawyer for the plaintiffs, i.e. the people suing to block the law. He was putting words in the GOP politicians mouths - describing what had to be their motivation & reasoning, because there is no damned way they’d be brave enough to say THAT quiet part out loud.
