Considering simply being black, free, and breathing the same air in the same space as a white person has been deemed a criminal act in large swaths of American society for the overwhelming majority of this country’s history, the fact that the black crime rate has always been higher should be expected.

she is going the civil route because:

1. civil has a lower burden of proof
2. she does not want Rose to go to jail, because she does not consider him dangerous predator, because he didnt really rape her.
