Many card games and board games do have some element of chance, but when the RNG effects become too much, they start detracting from the game.

The “perpetually” mechanic can’t be reasonably done. A given card could be returned to the library, making it difficult to track. Also, a player may have 4 of any card that isn’t a basic land card in their deck, so tracking a specific card affected by perpetually and not the other 3 copies is very problematic.
