I don’t think the second movie gets into why everyone thinks the events of the first were faked, but remember in the first movie, Peck accuses the Ghostbusters of using “sense and nerve gases” to cause mass hallucinations and then bilk them of their money. From what I’ve read (and I’m no expert) the new deal is basically a wash for the US and Canada, and leaves Mexico slightly worse off than the old deal.

Not only that, but after Trump pulled the US out, Canada got the rest of the partners to agree to scrap a bunch of stuff that was in the agreement specifically to entice the US into joining, so if a future administration decides it wants back in, it’ll be a worse agreement than what they had before.
