They don’t overrule federal laws, the federal legalization act specifically leaves the details up to the provinces. So just as different provinces have different rules for alcohol and tobacco sales, they’ll have different rules for marijuana sales.

That’s what the Ontario government has decided. You will be allowed to smoke pot publicly wherever you can smoke tobacco publicly.
