No, it’s not. I just bought a 2023 MY Bolt EV and the starting price is indeed $26,595. You’re thinking of the 2022 MY, which has the GM incentive.
It’s especially bad when you consider that a Bolt EV does not start at $31,500, but instead $26,595.
