There’s so many different reasons for this, but mainly because police forces in many nations are trained to be neutral arbiters, who’s goal is to de-escalate situations. This is another reason why the police officers in many nations do not carry a gun as standard equipment.

I’m assuming you didn’t watch the episode in question, the entire episode was essentially Sakuga.  It was better animated than Stampede or Strong World.
