Any good decent priced editor for 4k video on Windows? I have a Panasonic camcorder and have been uploading to YouTube to do my editing which can have some issues.

You might have to pull it out into an editor to do that. Taking a screenshot with your phone will only take a picture at the resolution of your display itself (which happens to be 1920x1080, so you’d gain basically nothing by shooting in 4K).
