sorry but i think you need to do your research a little better.
trust me it could be done in singleplayer it would just take a lot of coding. as of now its only possible with a multiplayer mod called FiveM.
this is converted from the GTA IV mod version. Also, you can play with this online as well as offline on FiveM.
