It’s illegal for a clinic to use it after 10 weeks, because it’s not proven to work after that time.  They’re probably just covering their bases on that legality and effectiveness.  But also the pill is never 100% effective, even if you take it much earlier than 9 weeks. That’s something to consider before you take it!
